
Dr Jeffrey Chan

Dr Jeffrey Chan is a senior executive, clinician, and academic leader with over 20 years of experience in disability services, behaviour support, and human rights–based system reform. He is currently Chief Strategy and Quality Officer at ABC Behaviour Support and Director of Dr Jeff Chan Consulting.
Jeffrey previously held national leadership roles at the NDIS Quality and Safeguards Commission, including Deputy Commissioner Practice Quality and Clinical Advisory and Senior Practitioner, where he led initiatives to strengthen behaviour support and reduce reliance on restrictive practices. He is a strong advocate for rights-based practice, viewing restrictive interventions as a failure of system support.
His career spans senior statutory and executive roles across Australia and Singapore, including Deputy CEO of MINDS and Chief Practitioner positions in Queensland and at Yooralla. He is an Adjunct Professor at the University of Queensland and the University of Sydney, with expertise in governance, policy, and disability system reform.
